Different "chalk paint" products recommend slightly different methods but, in general, there is no sanding or stripping needed. If you have old chipping paint, you will need to sand/strip but not otherwise. If it is an unusally shiny surface you may want to rough it up a little with sandpaper so the paint will adhere better.
