I agree! The condo association should be responsible for plantings unless the rules and regulations state that you are allowed to do so. You need to read the rules and regulations on what you can and cannot do.
Depending on your geographic location, container gardens could be an option. Then you could get plants that would add color and a little privacy as well. Perhaps something with a vine that could grow up on a small trellis.
Use container pots for flowers or possibly small shrubs, depending on your location.
