Yes!! If you don't mosquito's will be laying their eggs in it and you will be overtaken. Also the water will get really dirty, nasty and ugly

I agree with Karen. You'll have extra mosquitos in your yard and the water will be full of algae and rotting plant matter.

Absolutely keep it empty. If you are not using it as a fountain why not plant it?
