First, I am a backyard gardner. From the photo, the soil looks compacted to me. I would have the section professionally tilled and aerated, then over seeded or new sod installed. I would also install decorative stepping stones out into the yard. Just a thought off the top of my head.
I would airate the area again ,re-amend the soil with Gypsum and Lime,Top with an ulta light top soil,grass seed and starter fertilizer and cover with peat moss keeping it moist until the seed germinates.
Personally, I'd go with large pavers to create a useful patio area and forget the grass. Later if you'd like you can add planter boxes with your favorite flowers. Best of luck.
Once you replant do not fertilize the area. There is a nitrogen build up in your soil and the fertilizer only adds to the problem.
Get a couple pieces of sod and put over it
