Once you wash with the Clorox mixture, base coat with something like Kilz to seal the walls. Otherwise the stain from the mildew will continue to come through the paint.
Once you've removed mildew with bleach or white vinegar, be sure to get paint with a mildew additive or buy additive and add to paint.
Then you need to figure out why area is so moist, check gutters are clean and in good repair. Is a sink or window leaking. Is there not enough insulation or heat in the area? Last resort, run a dehumidifier.
First and FOREMOST, remove, remove and remove the mildew or it will bleed through. Then paint away till your heart's content!
You MUST get rid of the mold first. Also, find out if it has penetrated the sheetrock. If it has, you should replace that section of sheetrock. To get kill the mold I like Kilz. But bleach and vinegar may work as well. Good luck and don't dismay. This is not uncommon but you should deal with it properly rather than just cover it up.
