would depend on what the walls are made of and how old your trailer is.
Find out what the paneling is made of first, if it's plywood:
step 1: Sand enough to take the shine off the surface. Step 2: Wipe off all dust with a clean damp rag. Step 3: If there are indentations you want to fill there are thorough instructions on line. Step 4: Paint with Kilz primer. Allow to dry. Step 5: Paint with a good quality flat paint. Flat paint will hide more imperfections than gloss or semi-gloss paints.
The alternative is to remove the paneling and replace with a light weight dry wall, then paint as with any new dry wall surface.
