You should be able to with latex over oil base is fine as long as the oil base paint is 'dull' enough to allow good adhesion.
Oil base over latex is not so good since latex paint is soft and will flex and oil base is hard and will crack.
They have Kilz latex I would use that. Not the oil base because it will take a very long time to dry and stinks.
Paint one coat of the Kilz Latex, make sure it has good coverage, let dry. Then paint with your latex paints. I have done this in the past when I lived in America.
I used primer tented the same color as the paint. Let it dry good then paint. Used both primer and paint water base. Holding up very well after five years.
