Wainscoating or textured tiles
I think you may have been talking about on top of the half wall. In that case you need something to go with your decor. I have a beach theme so I would use comand hooks with some rope or fish netting and then hot glue a few shells to it. If you build a box on top of the half wall make the box narrower than the top of the wall so you will have a place for hands going up the stairs. A low profile box will allow for a vase and or books inside it , this box will keep things secure so they do not get knocked off the wall. You may even consider building open shelving all the way to the ceiling. Good luck with whatever you choose.
