This is a super cool idea- repurposing pillow cases into little girl's dresses- check it out!
Another style that might be really easy is to purchase a regular T-shirt and add ruffles to the bottom. The T-shirt can be plain or pattered. Then sew a tube of fabric to the bottom of the t-shirt that matches in width at the top of the fabric the exact bottom of the t-shirt. You can flare the bottom end of the tube to allow your niece more movement. Now comes the fun part. Making the ruffles. Determine how many you want and how far to space them apart. Measure all the way around the skirt. Triple this measurement for the first ruffle and cut a long strip of fabric three times as long as your measurement, or put pieces together to make it that long. Finish both edges by turning them under 1/4 inch and turn them under 1/4 inch more and stitch down to finish. This will make a pretty edge. Press with iron. Gather one edge and pin evenly to dress skirt. Sew onto dress skirt along stitching line at the top of hemline of strip. Bottom of strip should be ruffley and cute and loose, flaring out from dress. Measure down for the next placement of next strip. Do the same procedure for this strip. Follow until all strips are sewn on and you are finished. A darling, frilly dress that is comfortable on top and feminine to wear.
I would pick out a classic little girl dress design of your choice and have fun with the fabric choice and details. My great aunt made my daughter's first communion dress out of a pretty cotton eyelet fabric and pearl button detailing. By the way, the dress was repurposed easily with a satin blue ribbon around the waist replacing the white ribbon. Later we dyed the dress a pretty pale peach and she wore it in a school play. What a nice aunt you must be!!!

I made this for my grand daughter for Easter. All it takes is a crocheted tube top in her size. Although I crochet, you don't necessarily have to. Mini craft stores sell the crocheted tops and you just tie the tuelle at the bottom in any length. A no sew project. I also made a baby one for a baby cousin.
