Trim it back after the lilacs bloom. Then do Not prune it during the summer. The summer growth is new flowers for next year! Pruning after flowering is good for lilacs!
Cute back 1/3 of the lilac's trunks every year for three years. At that point you'll have rejuvenated your lilacs so they should start blooming more. Also, be sure they get enough sun even if this means trimming a few branches off nearby trees.
