Sometimes it is the fertilizer. If there is to much nitrogen it will create lush foliage but no flowers.Try using a higher phosphorus fertilizer.

I would ask someone at a nursery, to see what the delay is. Usually it doesn't take this long for the next one to come out in blossom. In the fall of the yr., do you cut it down, for winter, for the strength to come back, and rest for the winter? If not, this may be part of the problem., for the plant needs to rest as well as we do. Look also into the plant section of a book, and see what it says about this topic as well. Does it need a lot of sunshine, or just a little sun. Without enough space to grow to maturity, plants become overcrowded and may give lackluster flowers. When planting, be sure to provide enough room for the mature plant size and not just for the size of the young plant. If a plant outgrows its space, you can cut a wide circle in the soil, severing the roots, and transplant to a more spacious area of the garden. As plants grow, they slowly multiply and might require division to give the plant more room. You simply dig up the plant and divide the root ball into several sections. Return one section to the original planting space and plant the other sections to a new area of the garden. Give the divisions as gifts or add them to your compost pile if you don't have room for more plants in your gard
Check your root ball. If the roots are fuzzy looking you have root aphids. They are becoming a major cause of stunted growth. The fuzziness on the root is what they leave behind. They can be tricky to get rid of and spread easily thanks to ants that farm them. I found out about them last year. I noticed the fuzzy roots on petunias I had bought and planted them any way. I've been fighting them ever since.
