They make Japanese Beetle traps. You should be able to get them at a garden store, or Lowe's, or Home Depot. Put them away from your garden. The trap attracts them with an odor that you can't smell. They fall into the bag and can't get out.
Neem oil and sprays containing potassium bicarbonate are pretty effective. The adults ingest a chemical in the neem oil and pass it on in their eggs, and the resulting larvae die before they become adults.
Ant deterrent; if it has the "glass" ( chemical name begins with "D") kills the larvae in the ground in early spring. Dust the ground around the plants that the beetles attacked the year prior.
For adults: the traps are great-- be sure to empty them because those pests STINK if left to decompose too long.
Beetles on plants: get a large plastic cup, fill with a very soapy water mix. Have a pail with soapy water standing by. Knock the beetles that are feeding off the plants into plastic cup. Beetles fall DOWN when disturbed while eating, so hold cup underneath them to 'catch' them. Dump into bucket to 'finish them off' You can add the bodies to your compost-- the only thing these pests are good for!!
You have to get rid of the grubs from the JB's. For an effective organic control try Garden's Alive nematodes. They are specific to kill grubs in the soil and very effective. If you do use the traps, make sure they are placed as far away from your blooming plants as possible. They attract the beetles, so you want to get them away from your plants.
