A lot of people are painting laminate counter tops now with kits like William posted. But also if you have some DIY skills you could do a concrete overlay for less than $100 or butcher block counters for about $500 (depending on your kitchen size). Here is a bathroom concrete overlay that we did in our guest bathroom using Henry's Feather Finish.

Lol - ironically I'm on the search to replace/revamp/hide blue kitchen countertops on a budget right now too.
Have you looked at IKEA options? You can go from $60 to $275ish for 74" or 98" lengths.
