I can't say that heat will interfere with your shelf or not but I do know that there are special anchors for brick that you can purchase to make putting things up easier.. I would ask someone at the hardware store to point you in the right direction.
Check with the wood stoves maker for appropriate clearances and then check with your local municipality to see if their rules are the same. Main concern is a fire hazard . If rules not followed your home insurance may become void.
I would not put a shelf above it. There is always the chance of a fire.
I said next time you paint not now it's to late now.
I would not put a shelf above that wood stove, fire hazard, and judging by the cresote on that brick at the top of the pipe....it needs a good cleaning. If the pipes are not cleaned out every fall, you can cause a house fire. Its not hard to do, but messy. Need a stiff chimney brush.
I think the heat of the stove would be bad for the TV.....if you have a warranty for the tv having it that close to heat may void the warranty.
