It is a light water stain.
Try making a solution of cream of tartar and lemon juice into a paste.
Use white toothpaste (not gel) and a damp toothbrush.
Oh dear! Never put brass or silver or copper in the dishwasher! If you tried brass cleaner and it didn't bring up the shine or finish, it (sadly) sounds as if you've destroyed the metal. I hope you prove me wrong!
Your tableware may have been lacquered to prevent tarnish but as it wears off, this makes the item look dull and heavily tarnished. I bought bookends at a yard sale like that. What I did was work to remove all the coating and finally I could polish them. To remove the lacquer coating (which took patience and elbow grease!) I used Nevr-Dull Magic Wadding Polish. You may find it at a local hardware store and of course it's sold on Amazon, what isn't?!
It sounds as if it has a lacourt on it. Try one piece first and use a lacquer remover such as Strip Ease. Once that is removed, it should clean easily with polish. We do this all the time with old hardware and light fixtures.

if there is a coating on the brass to 'prevent' tarnish/oxidation you can use Acetone ( check label on most cheap fingernail polish removers for % ), apply with paper towels and RUB!!! and rub some more -- once the lacquer is off it should polish up nicely - Bar Keepers Friend POWDER works great~
