usually the bed skirt is between the mattress and box spring, so it should only move a small mount but you could probably use safety pins under the mattress to help keep it straight
I use upholstery pins....they look like straight pins with a t-top. ANY fabric store has them
I use a type of pin too. It has a clear plastic top and a screw thing on bottom. Then you take and screw it into the mattress it holds it tight. Look in with upholstery section
I use Velcro strips. The self adhesive ones. This way I can avoid pin holes especially if the skirt gets pulled, the pins could cause a tear.
Place rubber mats between the mattress and the bid skirt. You may be able to buy these where bed skirts are sold.
