If you are looking for privacy and don't mind not being able to see out, there are a variety of designs now on vinyl cling that goes on the window with water. I have them on my front windows in a stained glass design. In the daytime I see the stained glass look, at nighttime the stained glass look is from the outside Looking in.
You could purchase pull down window shades & add some inexpensive valances. Or check thrift stores for curtains.
I just did this for my sliding door! I found a window panel (84") on clearance & then bought 2 packs of "hooks"--drapery pins? (sorry I forgot the name, but found them at Lowes by the drapery rods--I bought a couple of different kinds and experimented and then returned the other pack) I removed each vertical blind, cleaned everything (track etc.) very well and then folded over the top of the panel (had grommets on it). I stuck the pin/hook thru the top and was able to slide the other half on the same track. Please note due to the weight of the fabric, I did NOT attempt to put the hook through any of the existing hooks used to hang the vertical blinds. If you're doing this for a window, you may have to remove the existing hooks used to hang the verticals. You can experiment with shower curtains and I've heard great success with persons using drop cloths as well (they do come hemmed). I didn't have to cut or sew anything!!! Hope this helps!

Photos and window type would be great, hard to imagine. Do you want to be able to open? Or, do you want permanent privacy?
Flat sheets make great inexpensive drapes.
