Other than taking it out and replacing it with topsoil, there's nothing else that can be done. Blacktop is oil based and is not be compatible with organic growth.
Start digging. Unfortunately you will have to remove it if you want a traditional flowerbed. Or you could grow flowers in pots & place them in your bed area. Or maybe consider putting in a rock garden instead. Good luck!
