Yes you should or the weeds will use up any nutrients needed for the plants.
Place newspapers down on top of the grass before putting down your fabric and mulch. Make sure you use several pages. This will keep the grass from coming through the fabric and will eventually decompose.
Go to the library and get a few books on gardening. They can help with more detailed information.
My suggestion is to kill off all plants in the area; you can do this WITHOUT herbicides by using vinegar & salt [you will have to do research to locate the recipe-I have it buried somewhere...LOL]...THEN lay down newspapers, barrier fabric on top of that...then your mulch. Happy Gardening!
We cut the grass as short as we could, sprayed to kill, waited about 24 hours and then put the fabric down. This worked great.
