there is an app called nextdoor. It is a great way for neighbors to keep in touch and update dated on what is happening in their neighborhood.
I would recommend starting a private group on Facebook and name it after your neighborhood. Then invite all your neighbors to join. we have one and it keeps us connected. We post break-ins , dogs loose, lost phones , anything relevant to the heighborhood and it is my favorite group! You could then get the neighbors take on monthly meetings and create a good date and time according to feedback. I think it's a great idea! you could even call it a Nixer - Neighborhood Mixer.... and change the locations - allowing diff neighbors to hold it each month --- and organize it.
To what end? Do you simply want to get to know your neighbors better, or do you want to start a home owners association (HOA)? If it's the HOA, I would recommend against it as there are too many legal things to contend with; besides, HOA's are typically created by developers to provide neighborhoods with "green spaces" and community amenities to be maintained with fees paid (in addition to mortgages) by homeowners. They have their own charters, bylaws and bureaucracies, and are rarely worth the trouble.
Perhaps you could be more specific with what you're trying to accomplish.
