Sedum Autumn joy is a good one for all season appeal.
There are evergreen shrubs, such as rhododendrons and holly, that will give you life all year. Maybe look for dwarf versions if there are size limitations. Also agree with the Sedum Autumn joy - one of my favorites.
I love rhododendrons, azaleas, and camelias as they have foliage all year round on the west coast. I also have huckleberry bushes. The hummingbirds love them, and I have hardy fuschias that come back every year. I like bulb plants as they come up early.... i'm partial to lillies.
Go to your local nursery and ask them it would depend on the zone you live in they should be able to tell you what grows well where you are and it's bloom life
