Pruning should be done before any new growth emerges.

Don't top it. It will get more sturdy as it grows. Topping just weakens the future growth.

    ASAP.

Have 45 yr old 70 ft silver maple. It was never topped out and is very sturdy. It has outlasted the storms and high winds that toppled or damaged so many trees in my neighborhood. Unless you have to prune due to powerlines, let it grow tall and majestic.
