I would put a coat of primer over the brass so the chalk paint has something to adhere to. After you paint with chalk paint, I would suggest not waxing,. Instead but using a clear, satin poly acrylic coating and giving it 2 coats. If you don't, your chalk paint will wear off.
Yes yes yes you can make sure to prime it. If using annie Sloan brand paint you can normally skip the priming all together.
You can wipe the lamp down with a paint deglosser (available at Lowe's or Home Depot). It will dull the brass. Then use chalk paint , no priming necessary.
