Before any new growth appears ir after the bushes are done flowering.
deadhead them after each bloom. When they are completely done blooming and cut them down to between six and 8 inches. I then cover them almost to the top where the match. Every year I have more and more blooms.
Best to cut them back in the Fall after the first frost. Then make sure you mulch them to protect them during the winter. A tip that I learned from my son is to look at the direction the branches are growing and decide which ones to trim back in order for them to grow fully.
Living in So. CA I am pruning my rosebushes all year long if they get too big. With all the rain we had this past winter, they are more beautiful than ever. I also deadhead them almost on a daily basis. They bloom even more after doing this.
I live in Ontario Canada. I prune my roses every fall when they have done blooming, a light trim, remove any branches that could break or harm the bush over the winter. There is a small "bulb" that should be just above the ground, I mulch around the roses to make sure this is covered before any heavy frost. (keep their feet warm over the winter). In the spring I cut away any dead branches and anything that may look diseased. I also trim to "open" up the bush to promote new growth in spring. Cut at a 45 degree angle with sharp shears about an inch above outward facing buds. Throughout the growing season dead blooms should be "dead-headed", removed. Best time to prune roses is spring. This will promote new growth.
