Can I transplant spring flowers as soon as they are through blooming?

    No, you need to wait a few weeks after they bloom, maybe 3.. The bulbs or roots need time to replentish

    It will be best to wait to fall ,leave the foliage on as the bulbs feed off of that for next years blooms.

    Anytime after the bloom is done. Use as much orignal root ball soil as possible.. Treat as new planting with watering regime.
