You may also want to consider a multi-tiered deck section, where one deck leads to another, but they have larger flat sections instead of step sections. Or consider a semi-circled deck tier that has steps on one side & deck sections at the opposite side [like a giant spiral staircase]. Landscaping around the deck could include laying down barrier cloth, covering it with various sized small to medium sized rocks with accents of large rock/boulder groups or statuary or a shrub.
I recently did landscaping with rock on various levels of soil to cover up the presence of septic tank risers. I placed a piece of 3/4" plywood over the riser lid, placed a small stump the plywood & surrounded it with various sized rock; then finished the second riser with an wood carving of a Bald Eagle, also surrounded by various sized rock.
