Lightly sand it down, clean, prime with kilz or Zinser, allow to dry,and use a paint for a steal finish which may need to coats, then seal
Powder coating is an expensive process. Colored ceramic powder is electrostatically sprayed on metal, then its heated and the ceramic melts, bonding to the metal. If you just want to give it some shine, wash the door down, spray some WD 40 on a sponge and wipe the door down with the sponge. It will repel dust and water.
