Is it safe to replant peony?

The easiest way is to place bags of garden soil on your bed area - leave the soil in the plastic bags but cut large "Xs" in the bottoms. Stack one bag on top of the other and plant right in the plastic bags. The soil eventually sifts to the old soil in your flower bed and you can cut out and remove the plastic as it becomes visible. After planting your flowers/veg. you cover the original stacked bags with mulch. I've used this system for 4 yrs and it has worked out beautifully.
Soil amending will take time.Add Gypsum ,Lime,Garden Soil,and Peat moss.In the mean time you can make container gardens.
The first year we rented a small tiller from a local tool rental place. Once you mix in rich soil and cover with weed net and plant your flowers and bushes, the soil will stay good for the next few years. The next year I used a mattock and pick tool to break the soil up from a new area. I was able to do that myself a little at a time. Be sure to mix in potting soil or other rich dirt to help your garden grow.
I agree with Chrissie Long. Till at least the first year, If it is a annual bed you can do it every year. With a perennial bed loosen soil around the plants each year and amend it with good potting soil or garden soil. Eventually the soil will be easier to work with. You can find electric tillers really cheap compared to gas powered or cordless. They work really good for their size. That is what I got this year for my veggie garden.

I would amend the soil with a mushroom compost. (Black Velvet brand at Lowe's or Walmart is very reasonable in price)You will have to till it into the ground about 3 or 4 times. Once you establish your flower beds you will have to put a good mulch down (one without dyes in it) and replace it when needed.
