Yup, I hear you! Since it is already peeling, and even though you claim you are not a DIY'er, this is something you CAN do yourself. Go to any home improvement store and rent the equipment necessary - first use the tool to poke holes in the paper and steam away. Messy, yes, but can be fun too. If at all possible, get a girlfriend to help you while sipping lemonade, iced tea or wine . . . Then the following weekend prep your wall for paint and be sure to spend a few dollars on the sample sizes to try first - paint colors always look different in your home. Then paint! Yes, it can take up a couple weekends or Saturdays, but oh so worth it when done. If pressed for time, you can hire out any part of this project to have it go quicker.
Since the paper is peeling anyway,Make a spray of fabric softener and water.Spray the the wallpapered wait until it moistens the glue,remove,clean,sand,prime,and paint.
No need to rent a steamer. I have peeled some wallpaper off easily and you may be able to do it in your case. If not, there is a product called DIF that works really well. Dip a sponge, wipe it, it soaks the paper and pulls right off (depending on the composition of the paper. If it doesn't, then you can use a too to score holes in the paper (I think it is called a paper tiger), so the DIF can penetrate behind the surface to release the glue.
I put white bead board up. it looks clean, makes the room look larger and is easy to clean. I love it
Depending on what kind of wall paper it is, you can peel off the top layer which leaves a paper layer. Wet this and scrape it off.. might take a little time but it is worth it. I used a spray bottle and a kitchen plastic spatula!!! I even painted the paper layer one time. It bubbles up a bit but when it dries, it is flat..

i do not recommend painting over wall paper. you will see the seams and i don't think you will be happy with the end result. i removed wall paper one time and there was a bit of glue still on the wall that i wasn't aware of when i painted. next thing you know it was blistering. it was an awful mess. i agree with fabric softener and water. spray it wait a few minutes and start scraping. it's a mess to do. no more wallpaper for me.
