I love cats, but I do agree that they should stay out of the garden. I have a couple of spray bottles with water, dish soap and some spice. Cats don't like Cinnamon, Cyan pepper Garlic or even mint. Just spray around your garden and anywhere else you don't want them. The soap helps it stick and last longer. It even helps with some of the pesky bugs.

Cassaundra has the right idea! Probably the cat's like your garden because they like soft ground to do their business. I've heard of people laying layers of wet newspapers around the area to keep the rabbits? & cats away.

If you don't want to harm the cats, and I am assuming you don't, then be careful with what you use. Garlic, onions etc. are poisonous to cats. Remember that the cat doesn't have to actually eat the item. It also gets ingested when they lick their paws to clean themselves. Since I am a cat owner (mine are indoor only) I have done research on plants, etc. that are harmful to them and was surprised at the findings. However, citrus and certain other scents cats simply do not like. Also, the windmills might also be a good idea though you might want to move the location every once in a while so the cats don't get used to the fact that nothing actually happens if they ignore them.
