Get rid of all flaking paint, wash with muratic acid then repaint or strip with any paint stripper(very harsh on plants if any gets on them or in the soil) and wash off.
Sometimes you can use a power washer to strip off the paint if it's very loose.
When my concrete steps were in bad shape I actually covered them over with wooden steps. In this way I was able to widen out the step to make it a little safer and also more attractive. There is room for a chair on one side and flower pots on the other, while still having enough room for people to be coming and going without having to be in single-file. And if you fill in the ends with a removeable piece of wood there is room for storage of pots in the winter, or a hose, or extension cords, etc.
