If you screened the catio, couldn't you leave the window open without the mosquitoes? We don't because of the Texas heat, so my poor cats only get an opened patio door in the early mornings during that part of year the temps are cool enough to leave it open. My last cat, whom we lost a year ago, could open the patio door himself and did if we forgot to lock it. Many a morning--too many--I woke to find the door six inches open and wondered what mischief our Max had gotten into in the middle of the night. Scared me to death! But still occasionally--very occasionally--I'd forget to lock it. The two we have now aren't as smart as Max was and haven't figured out how to open the door. But too, they've ever only been inside cats so the temptation's not so much there. Hope you find an answer that'll work for you.
Can you install a greenhouse window in a window existing? They extend out from the outside wall, but some have screened windows on the side panels, that way, kitty has a place to snooze and some fresh air..
A neighbor of mine actually cut a hole in her exterior wall and put a cat door in it. This is just a suggestion If you want to try that.
Why not get a pet "buggy?" They are like a stroller, but have mesh sides where the can can look out as well as sit in the sun! They fold up to put out of the way when not in use!
My sister's cat would sit in her buggy inside the house and look around. When my sister went out on her porch to enjoy being outside, she put the cat in the stroller and sat her off to the side...they both had their quiet, private time. It was a fantastic device! I also gave her cat some freedom!

Rabbit hutch with a cushion floor?
Thank you for all the suggestions. I'm still not sure what I'm going to do. I'm still waiting to have a window installed on one wall; that is the only window that would work for any sort of "greenhouse window" that might work for Cat Boy to sit and sniff the breeze. So right now, it's still walks outside on the leash, where he likes to lay in the sun (and pick up fleas from the neighborhood cats who cut through the yard).
