What about those make-up remover face cloths? I buy mine at Walmart & you can get a cheap travel pack to test.
Try some Goo Gone on the steering wheel and the dash.
Any kind of makeup remover should work. I like William's answer too. Goo Gone is pretty amazing!
One of the Armor All car products should work. They have stuff to clean and polish dashboards, I would think that is worth a try.
