Remove the doors and hardware. Mark the doors and cabinets with tape where they go. Lightly sand the doors and cabinets to remove any gloss and roughen the surface for paint. Prime with a stain blocking primer like Zinsser 123. Then paint with your color. Seal with at least three coats with a water based polyurethane. Use a small foam roller and foam brush for a smooth finish.
Not sure what they are but I do know you can buy wood Venere in big sheets that is easy to apply with glue and very easy to cut with a sharp utility knife. You could stain it to any color you like and add new handles for a fresh new look.
If the surface is covered with a paper material it might cause bubbling issues when you apply paint. If the inside of your cabinet doors have the same material then test the paint there first. In any event, you can brush on clear shellac with a foam brush to seal the paper. Next I would apply Chalk Paint, but if you use a different type of paint (i.e. latex) you will need to add primer first over the shellac. Good luck with your project!
