Try citrus peels,and citrus essential oils and place plastic forks prong side up.
Sprinkle cayenne pepper or chili powder around. One sniff and they'll remember. May need to reapply. Won't hurt the cats or plants.
Good Luck. I think I've tried just about everything. Neither cayenne pepper or chili powder worked. I tried moth balls. I think the best would probably be the motion sensor water gun. I have tried the motion sensor sound wave. It worked for a while but does require maintenance, even though I tried the solar powered one. I ended up putting rose bush cuttings over my planter. I was a raised planter that the cats thought was a litter box.
