Removing the old linoleum could be a back breaking but first you need to check to see if the old stuff contains asbestos. The bond of the leveling compound is only as good as the surface you are going over. I would check with the manufacturer before going over the existing floor.
It's probably over 40 yrs old. I just need to find a way to cover it that doggie proof.
To "doggie proof" any hard surface: Clean VERY well with vinegar (scrub, rinse, let wet vinegar sit on flooring overnight. Its good to let vinegar absorb into flooring. That will eliminate the urine odor. Make sure flooring is COMPLETELY dry (may take a few days, depending on how much vinegar saturated the floor) Then paint the clean surface with KILZ. After that thoroughly dries, do whatever over the top the KILZ.
Leveling cement will work on your floor since your base floor is hardwood and the linoleum is permanently attached to the hardwood flooring. Yes, clean the area well with vinegar and let dry before putting the leveling cement down.
