We have tried lots of products to try to get these type of stains out of outdoor plastic furniture. It seems like everything we used made the furniture brittle or took the finish off of it if it actually worked. This year we tried using hydrogen peroxide mixed with a little baking soda and water , and it seem to work! I love it when my grandmother suggestions work.

Sounds like it may be mildew. I would try to make a solution with hydroger peroxide mixed with water, apply to the stains ,and scrub with a stiff brush. Then make a solution with dawn and water, apply and scrub with that, rinse and place out in the sun to completely dry the cushions.
