Yes, that is one of its uses. I have mine a couple inches thick and refresh every spring. Helps keeps moisture in and weeds to a minimum. I would level the soil and then plut down landscape fabric fabric first, then the mulch.
Bark is good for retaining moisture in your flower or garden beds...BUT: stay away from bark that has cedar or redwood in it; they contain nutrients that can kill off your garden plants. The bark should be put in sparingly & mixed in well...leaves from fall work well due to their rapid decomposition & help soften the soil.

Use cedar mulch which will aid in insects and provide moisture,but make sure card board,newspaper and landscape fabric go down first.
