Put cement stepping stones on top. Cheap and easy.
Stuff newspaper in the holes tightly about an inch or two below the surface. Mix some concrete and pour into the stuffed holes. The newspaper creates a dam so you won't need to fill the blocks completely and waste concrete.
pour concrete powder into the holes, add water, give a few stirs, allow to dry and no more holes...or just lay a board over them...or stuff with old newspaper or anything that closes the holes...or more professional mortar wall topper blocks on the top...i have seen some with just wire mesh secured to the top....your taste-your money-your skill level-your patience are all factors
We sprayed Great Stuff in the holes and topped the blocks with pressure treated 2 x 4's. We used Liquid Nails to glue the pressure treated wood.
