Wash them in white vinegar and baking soda first to remove the smoke then re-wash them in regular soap.

My mom had sent me a little used raincoat that reeked of cigarette smoke - even three washings in hot water didn't remove it. Then I tried a cup of Nature's Miracle (for pet urine stains and smells) in the wash. Perfect.
