Take a basic, plastic dress form; mod-podge your papers (this form is hollow backed); I attached the top neck to an old lamp base.

    I buy the dress forms from Ebay; usually get a great deal for 2 or 3 discounted; the top is attached to the lamp base pole using the existing screw hole; drilled a large hole at the top of the dress form and added a finial that fit. To secure; added the jute/ribbon around the waist portion so the form doesn't flop or tilt. The back is still hollow.
