After a heavy rain, we have a lot of standing water.

You can solve drainage problems and create an attractive landscape feature at the same time with a dry creek bed. Build a creek bed to direct water away from a low spot in your yard. Or if the slope of the ground permits it, use a creek bed to drain a low spot

If you are sure any existing drains are not blocked, then you need to dig a small ditch to divert and drain the standing water. Because of a concrete driveway and thick grass, we found that we had to put the narrow trough going to our backyard, right on our neighbor's property line. After a couple of heavy rains, he came to us and said, "My wife has been after me for ten years to dig that ditch. Our lawn is doing better now than ever." Win, win, and the ditch was only six inches deep. Best wishes with your yard.

Maybe it's just regrading your lawn or filling those lower dips in to proper height so water flows onto easement. I've always been told that you cannot have your water from rain go onto neighbors grounds that why there are easement in place to carry the water away as well as allow work to be down on cable or phone boxes. Our community wants the water directed to the lawn to preserve our water supply. So the back of the house is graded towards one easement and the front is also away from home towards lawn and you just adjust downspouts. That's why I say check grading it should be equally across entire area and away from homeach no dips to get flooded. Water should wash away.
