There are many shade plants ,however not fragrant.The flowers you choose need full sun. Try annuals such as Coleus,New Guniea Impatients,Non-stop begonias,Caladiums.Add in some tropical house plants,ferns,Dracaenas,Snake plants,Pothos,Chinese evergreen. All will give you color and make a nice inviting display.

Remember to turn your planters often so they get what sun you have on both sides.
Geraniums in different colors plus you can bring them inside in the fall. Also I personally like the smell of them. If you get some kind of smallish trellis you could try honeysuckle...it smells divine :) It may quickly try and take over your balcony, so you may want to keep it trimmed back early on.
There are actually some hostas that provide great fragrance. Two of them are "Aphrodite" and "Guacamole". Both thrive in shade, and will come back year after year.
