I hope you mean laid down lol! Yes just clean clean and clean concrete, then mark off center and use standard mortar Make sure floor is level. Happy tiling
If your floor is straight, you should be able to glue the tile right onto the concrete.

Sure you can, but I would think about the future. If you want to change the flooring, taking it up will be an experience you will never forget.
If you have cracks in the concrete, please repair before putting down tile.
