When you add anything heavy heavy, like a waterbed, piano, or a deck, to a mobile home, your real question is, will the foundation bear this extra weight? And most often, the answer is no. The frame or foundation beneath that room will probably need shoring up. Beams, wide jacks, additional framework, or some other strengthening of the floor will probably be needed. As to if you can build a deck, if you have the room, of course! Happy house and best wishes.
Jewell is right. Your belly band under the house is just about the only structural thing you have down there that isn't wood. That said, can you use pallet wood? You might find it's a good compromise as it's lighter and cheap.
