Mild dish soap half water half soap spray in the eveNing. Also lady bugs help, they eat the lady bugs. You might want to call a local garden center and find out where to purchase them.
Apply a horticultural oil,however you will have to eventually realize certain insects will take over without the necessary chemicals.

I agree with the lady bugs. Also insecticidal soap will help, but in my experience won't kill them completely and has to be applied every few days. Roses- especially teas and grandifloras- really have to be treated with poison to thrive. If you don't like dealing with poison you might consider growing a different type of plant.
I use a spray bottle with 1/2 water and 1/2 rubbing alcohol and spray away. Do not forget the under side of all leaves.
I put a bucket in sink and collect the soapy water from washing machine every time I wash and go throw it on my roses, no cost, but effective, I also try to buy insect free plants when buying new roses.
i usually just squirt with the hose setting on stream or squish them with fingers
