How can I rid my garden permanently from morning glories?

I've tried digging them up. Their roots can run laterally and deep! They have survived being covered in three layers of newspaper and three inches of mulch!!!!

    The problem is "permanently." If you are noticing roots or cut stems that are left behind when you dig, try zapping them with a weed killer right on their cut surface. If there are other plants in the same bed carefully shield the plant you want to keep with a piece of cardboard before you spray.
