Use plastic shoeboxes and fold your items to fit that.....mark each box with it's intended occupant and keep them neatly in you wardrobe.
Is it possible to modify the shelves themselves? Or remove some of them to open more space? It is easiest to first figure out a sorting method that will work best for you. Type of clothing, color, season, whatever makes the most sense to your mind. It will be easier to keep it organized that way. One method would be to look at the shelves as you would dressing. Your under garments at the top because you put them on first, move to shirts, than pants, and accessories at the bottom. Clear plastic bins help to keep everything visible yet contained.
