Hard pruning lilacs

This hybrid white lilac does not make shots at the base although it has several large stems near the bottom which are 2-3" in diameter. If I cut this back to about 3 feet, will it branch out? It is currently 8 ft tall and straggly! Thanks!
My experience is hard prune and they will be lush next year, BUT no blooms for one to three years.
That is a bit to much pruning.Start with removing the lowest branches a little at a time.
I do think it needs a major pruning. It will stimulate the remaining plant to grow.
