It's a bit of a project but you can smother the weed out using plastic tarps.

Shoshana has the solution - one of the most invasive plants I have ever seen. Sorry it is in your yard, but at least you have a fix for it. Or call a local clean up crew to dig out what they can and have the stump ground out. That is not cheap though.
